A coamer is a wave or breaker. I don't know if it's big or small or has some characteristic(s) which distinguish it from waves in general. I don't know the origin, but it's not too uncommon in nautical descriptions. It is notable, however, in its apparent complete absence from on-line dictionaries and even fairly comprehensive hard copy dictionaries.
